Kakono Hydropower Project

Environmental Impact Assessment and Resettlement Plan

The project involved preparation of an Environmental and Social Impact Assessment (ESIA) and Resettlement Policy Framework (RPF) for the proposed Kakono hydropower plant in Tanzania. The Kakono is planned as a run-of-river project on the Kagera River with an installed capacity of 87 MW and an annual energy production of 573 GWh. The dam will create a gross head of 32 m resulting in a reservoir size of 18 km2. The power will be evacuated via a 132 kV overhead transmission line to an existing substation in Kyaka village.

Scope of work

Multiconsult/NORPLAN carried out the Environmental and Social Impact Assessment (ESIA) for both the hydropower plant and the associated transmission line. The ESIA covered all relevant disciplines and themes including hydrology, land use, vegetation, wildlife, fish and fisheries, livelihoods, settlement patterns, tourism and cultural heritage.

Special emphasis was placed on the potential cumulative impacts from a series of planned dams on the Kagera River, while a Resettlement Policy Framework (RPF) was produced to set out the procedures for land acquisition and compensation to project-affected households. The ESIA and RPF reports were prepared to meet national regulatory requirements as well as World Bank safeguard policies.
